The Pups need your help...urgently

Please see the pictures of the puppy pen. We are doing our best but the best on our own is not enough..the BMC does not support by construction as this is supposedly a place for the Animal Birth Control only (and therefore, we get paid by them only for the spay/neuter programme, everything else we do on our own)..Things were bad enough in summer and we managed with a lot of innovations to keep things in place, but now with this whole week of downpour, things are disintegrating and we have reached the end of our capacity...we have got an estimate of Rs.45,000/- only, to take down the fencing that you can see and build a solid wall and also to redo the flooring and seal all holes in the surrounding area etc.
